Ceiling insulation became available under the program in two stages. Stage 1 opened on 14 April 2026 for public and community housing. Stage 2 opens on 1 October 2026 and covers all eligible residential premises in Victoria.

The premises must be a Class 1 building, or a sole occupancy unit of a Class 2 building, as those classes are defined under Part A6 of Volume One of the Building Code.

The ceiling space must be uninsulated, meaning it contains no insulation or only reflective foil, or under insulated, meaning the existing uncompressed insulation has an average R-value of less than R2.0.

Premises are not eligible where the ceiling contains luminaires that are not IC or IC-4 rated. Where that is the case, the fittings have to be dealt with by a licensed electrician before an insulation upgrade can proceed.

Premises are not eligible where they have been constructed within the last five years, or where the part of the premises the insulation would go into has been constructed, renovated or extended within the last five years.

Existing insulation gets measured in several places and the product identified. Depth alone tells you very little, because compressed material has lost performance the depth no longer shows.

YourHome advises having a licensed electrician assess wiring and fittings before insulation is added to an existing home. Where that is needed we say so and refer it, because it is not work we do.

A ceiling with nothing in it and a ceiling with thirty-year-old batts in it look identical from the hallway. So does a ceiling full of light fittings that have to be dealt with before anything else can happen, and a rear extension that puts half the house in a different position from the other half.
The eligibility rules are set by the Essential Services Commission, not by us, and they are specific enough that plenty of houses people assume will qualify do not. We would rather find that out at the assessment and tell you on the day than schedule work that gets cancelled on the morning.
